Luana Stoltenberg is running for the Scott County Board of Supervisors after one term in the Iowa House. She has no county-board votes yet — but she does have a state-legislative record, and it is one of the most extreme in Iowa.

Voted for Iowa's Six-Week Abortion Ban — and Fetal Personhood

Stoltenberg voted Yes on Iowa's six-week abortion ban (HF 732),[1] and Yes on HF 2575, which rewrote Iowa Code to replace “human pregnancy” with “unborn person” — a step toward fetal personhood.[2]

Her Abortion Votes Reflect a Personal, Decades-Long Crusade

Stoltenberg's votes for the six-week ban and fetal personhood were not routine party-line votes. She has been an anti-abortion activist for decades — helping lead the local fight against a Quad Cities-area Planned Parenthood and testifying before Congress against the organization in 2015.[7]

Voted to Ban Gender-Affirming Care and Pull Library Books

She voted Yes on SF 538, banning gender-affirming care for transgender minors,[3] and Yes on SF 496, which forced books off school-library shelves and banned instruction on gender identity through sixth grade.[4]

Voted to Send Tax Dollars to Private Schools

She voted Yes on HF 68, Iowa's private-school voucher law, which diverts public per-pupil funding to private tuition.[5]

Voted to Loosen Iowa's Child-Labor Limits

She voted Yes on SF 542, which loosened Iowa's child-labor restrictions — extending permitted hours for 14- and 15-year-olds and expanding the jobs minors may hold. Critics, including the U.S. Department of Labor, warned it opened the door to more hazardous work.[9]

Voted to Overhaul the AEAs That Serve Scott County Kids

She voted Yes on HF 2612, which restructured Iowa's Area Education Agencies — the system that delivers special-education, speech and occupational-therapy services to local children through the Mississippi Bend AEA that serves Scott County.[10]

As a Candidate, She Traveled to Washington for the Jan. 6 Rally

As a 2022 candidate, Stoltenberg traveled to Washington and attended the Jan. 6, 2021 rally, posting photos from the Capitol grounds. She has said she was there with a prayer group and did not enter the Capitol — a question of trust in our democratic process for someone now seeking a seat on the county board.[6]

She Won by 11 Votes — Then Chose Not to Face Voters Again

Stoltenberg won her Iowa House seat by just 11 votes, then announced in January 2024 that she would not run for a second term. Now she is repackaging that statewide record for a county race.[8]

Co-Sponsored Amendments to Restrict Iowa's Over-the-Counter Birth Control Bill

When the Iowa House took up a bill to let pharmacists dispense hormonal birth control without a prescription, Stoltenberg was one of about a dozen Republicans to co-sponsor amendments to restrict it — amendments that would have required counseling on abortion “consequences” and alternatives, and imposed new pharmacist duties regarding suspected pimping.

• Co-sponsored amendments H-8053 through H-8058 to the over-the-counter birth-control bill (HF 2584, 2024). She was a co-sponsor, not the sole author, and this was an amendment effort rather than a recorded floor vote — the bill stalled and never received a House floor vote.[13]

What She Told Congress About Abortion in 2015

Years before she cast a single vote in the Iowa House, Stoltenberg laid out her position in sworn written testimony to a U.S. House Judiciary Committee hearing — a policy stance that foreshadowed her later votes for the six-week ban and fetal personhood.

Voted to Let School Staff Carry Guns in Iowa Schools

Stoltenberg voted Yes on HF 2586, the 2024 school-security law that authorized school employees to carry firearms on school grounds and granted them related civil and criminal immunity.

• Authorized professional permits for school staff to carry firearms in Iowa schools (HF 2586, 2024); passed the House 61-34 and was signed into law.[12]

Voted for an Iowa Immigration Crackdown the Courts Blocked

Stoltenberg voted Yes on SF 2340, which created a state crime of “illegal reentry” and let state judges order deportations — a measure a federal court blocked as unconstitutional, echoing Texas's SB 4. It carries real weight in a Davenport and Scott County community that is home to many immigrant families.
