About Toby
Toby Paone is a lifelong public servant and educator running for Scott County Recorder. A high school social studies teacher at Prince of Peace Catholic School in Clinton, he has spent his career helping students and families navigate complex systems with fairness and respect.
As a UniServ Director for the Iowa State Education Association, Paone represented teachers across eastern Iowa, and he continues to teach Adult Basic Education and dual-enrollment courses at Eastern Iowa Community College. He holds a Master of Arts in Urban Affairs from Saint Louis University and a Bachelor of Arts in Geography and Urban Studies, cum laude, from the University of Memphis, with additional graduate studies at the University of Missouri–St. Louis and the University of Iowa.
A parent and stepparent of four and proud grandparent of two, Paone is an active member of St. Anthony’s Catholic Church and a familiar face at Democratic and community events across Scott County. As Recorder, he promises prompt, courteous service at the counter; professional, transparent management of the land, real estate, and vital records the office safeguards; and cost-effective use of taxpayer dollars.
